Neighborhood Roadway Improvements
The City of Madison Heights was established on January 17, 1955, and is ranked the fifth highest populated city in South Oakland County. The city lies in the I-696 and I-75 corridor, and is served by a full-service municipal government. It is home to approximately 30,000 residents, and both small and large commercial and industrial businesses, all within the city’s 7.2 square miles.
Since 1979, NFE has continuously served as municipal engineer for the City of Madison Heights. We have provided the city with civil engineering, surveying, consulting and administration services for numerous road reconstruction, sectional road replacement and infrastructure improvement projects. Since 1996, NFE has worked with the city on a Neighborhood Roadway Improvement Program that was drastically needed to repair streets and water, sanitary and storm infrastructure constructed 40 to 50 years ago.
First Roads Millage Program (1997 – 2007)
Beginning in 1996, NFE assisted the city in the planning, advertisement and subsequent voter approved Ten Year Residential Street Repair Program (R-1). This program was millage based and provided over $27 million of new revenue to fund comprehensive neighborhood road and infrastructure improvement projects. R-1 included the reconstruction of 35 streets and/or street segments in the 10-year period, including concrete reconstruction or sectional replacement, along with water, sanitary and storm infrastructure improvements. The work included over 66,800 linear feet or 12.65 miles of new concrete pavement, 32,400 linear feet of new water main and 15,500 linear feet of new storm sewer which aided in the separation of several combined sewer areas located within the city‘s boundary. This separation of sewer will save millions of dollars in future maintenance costs, reduce storm water treatment and alleviate possible sewer back-ups for neighborhood residents.
For the R-1 program, NFE provided the following services:
- Right-of-way and topographic surveys
- Engineering construction documents, including plans and specifications
- Advertising and bidding
- Contract administration
- Construction layout and construction staking

Second Roads Millage Program (2007 – 2017)

Due to the past success of the R-1 program, the residents unanimously approved a second Ten Year Residential Street Repair Program (R-2). This program provided over $17 million of new revenue to continue replacing failed residential streets and upgrading original water, sanitary and storm infrastructure. Beginning in 2007, NFE provided the same services to the R-2 program as to the R-1 program. R-2 included 46 streets and/or street segments, including over 43,962 linear feet or 8.33 miles of new pavement, 40,100 linear feet of new water main and 9,500 linear feet of new storm sewer. We are in the process of finishing up the last two segments for this program.
Third Roads Millage Program (2017 – 2027)
Following the success of the R-1 and R-2 programs, the residents again approved a third Ten Year Residential Street Repair Program (R-3) to continue the work in residential neighborhoods. This program will provide over $15 million of new revenue to replace failed residential streets and update original water, sanitary and storm infrastructure. NFE just started on this program this summer, and the program will go until 2027.
The City of Madison Height’s roadway and water, sanitary and storm infrastructure is linked to the physical, social and economic well-being of their citizens.
